Natalie 6c80e6cb12 feat(send-rate-limit): thread autoQueue through quinn.api + MCP client ... Complete the autoQueue toggle wiring: the api facade getSendRateLimit/ setSendRateLimit and /m/messages/send-rate-limit GET/PUT now carry autoQueue, and the MCP client's setSendRateLimit passes it. Pairs with the MCP set_send_rate_limit tool's autoQueue input (added separately) and the mac-sync send_rate_config.auto_queue column.
