Natalie 88ffdf1e35 fix(api/tests): isolate PHOTOS_DIR on CI runners; add designer migrations ... Self-hosted runners inherit host quinn-api PHOTOS_DIR pointing at a checkout path that does not exist during Forgejo actions, which made gallery-items DELETE return 500.
